The Communications Security Establishment (CSE) plays a vital role in detecting and defending against cyber threats to the Government of Canada (GC). These threats are persistent, sophisticated, and continually evolving – as are CSE’s Information Technology (IT) security publications. CSE’s publications are tools that GC departments can use to improve their security posture against cyber threats.
CSE’s publications address IT security topics that departments should consider and highlight measures that organizations should implement to bolster their IT security posture. CSE’s publications also provide advice and guidance that connect IT security requirements to Treasury Board of Canada Secretariat (TBS) policies.
New Publications Approach
To improve how our publications are reaching GC employees, CSE’s publications are now audience centric with a new, fresh, look and feel. There are four series of publications, three aimed at distinct audiences and a fourth for general awareness for all GC employees:
Executive
Publications aimed at the strategic-level decision maker explaining the importance of IT security from a business process optimization, compliance, and financial point of view.

Publications aimed at IT security management outlining the importance of IT security from a program delivery point of view by providing more in-depth explanations.

Numbering Scheme
As well as having a descriptive title, CSE’s publications have a unique alphanumeric identifier. The numbering scheme is a combination of elements that better reflects the publication’s topic and target audience. The new numbering scheme consists of three parts:
Series Identifier - Identifies the intended audience of the publication.
- ITSE – Executive
- ITSM – Management
- ITSP – Practitioner
- ITSAP – Awareness
Family Identifier - Identifies the intended subject of the publication.
- 00 – Awareness
- 10 – Security and Risk Management
- 20 – COMSEC
- 30 – Identity, Credential, and Access Management
- 40 – Data Security
- 50 – Data Centre Services
- 60 – Application Security
- 70 – End User Devices
- 80 – Network
- 90 – Acquisition
Publications Number - Indicates identifying number.
- 000 – 999
For example, ITSM.80.022 is a Management Series, Network specific publication, with 022 as its identifying number.
